If a state cut education funding, and in turn lost the federal funding, how hard would it be to get it back?

I have recently learned that the State of Arizona is cutting education funding back to an alarming degree, and in turn will make Arizona lose an estimated 11 million dollars in federal funding as a result. If Arizona lost the federal funding, how difficult would it be for Arizona to get the funding back once the state looses most of its debt?

After Arizona gets rid of their debt they will have to re-apply to the federal govt. For the funding. It will take time and they may not receive as much money this next go around because the govt. may not have as much money for funding.
